If the Photo Status Items report a low average angle on photo this means the average from all points on the photos best angle between camera stations is below the threshold listed on the Project Review Settings Dialog.
Points should be referenced between photos with a large angle if the angle between camera stations is low for all points marked on a photo the photos solution will not be as strong. Add additional marks or references to photos with a larger angle.
