If the Photo Status Items report a low mean number of references it means the average number of references per point on a photo is below the threshold listed on Project Review Settings Dialog.
If a point is only referenced on a few photos there is less mathematical redundancy and if the average number of references per point on a photo is low it means there is less data (e.g. points) available to solve the camera’s position accurately. Add references to other photos.
