If the Photo Status Items report a low number of control points it means the number of control points on a photo is less than the threshold listed on the Project Review Settings Dialog.
If a photos position is being solved by control the more control points it has to work with the more redundancy and information is available to solve the camera’s position. Add more control points to the photo.
